What are the capablilites and military implications for the new 5th Generation satellites created by billions in space force which we own about 75% of as a country. Trump was able to build that agency up and could very possibly be in contact with them through their new telecommunications pathway they can shut down. CogCon I believe was in effect at some point and part of their initial procedure is establishing secure telecommunications(Trump was anticipating being shut down by big tech). Can internet and cellular be cut off? Do they have the ability to knock out electrical grids in some countries?

In order for Starlink (or any satellite network) to overcome a global shutdown of the internet and power would require specific receivers at every major hub, independent power for them, independent power for each node between those hubs and the home and independent power for the homes, because you need to be able to run your receiver somehow.
In other words, a network and simultaneous power shutdown would be a complete communications blackout for the population. Nothing can be done.
If it was just a communications blackout and not power, it would still require the appropriate receiver at each major hub.
New satellites don't make magic. They just increase bandwidth, decrease power consumption, etc. They don't make networks that don't already exist without additional infrastructure (receivers on every home, apt complex, etc.).
Have you heard about Rods of God? Supposedly satellite energy weapons that use frequency to disintegrate a target with no radiation. In my limited understanding.
And I have read numerous “reports” about Space Force having the capacity to shut down power, internet, phone, etc at will via Starlink.
Rods of God are, to my understanding, 20ft x 1ft spears made of titanium. Kinetic weapons that use gravity. I calculated the energy released dropping one from 80k ft and it was on the order of a small nuke, with tremendous penetration power. Getting them up to satellites would be problematic (without tech no one knows about) but getting them up to 80k ft is almost trivial, and would likely be about the same energy as LEO (if they hit terminal velocity it would be the same. I didn't model air resistance because it was a quick calculation).
I would not be surprised if they have directed energy weapons from space.
