There is no way to know for sure, however chaff is made specifically to be very radar reflective.
How often do you see bands like that even with no weatherman pointing it out?
Would it be safe to say if you had to put a lot of stuff in the air to control the weather you wouldn't want news stations and universities to be picking it up from across the state?
What I have gathered in a nutshell: Enlil is second born heir but full royal blood, Enki is first born but not full, as a compromise they are supposed to do timeshare "rulership" of earth, but in-fight throughout. Enlil cares nothing about humans. Enki was responsible for the genetic experimentation that created our ancestors. He included some Annunaki genetic material, which he wasn't supposed to do, hence the flood. For whatever reasons of his own, I won't assume them, he saw us through the flood.
Just posting my original thought. The brightness of the explosive flash made the camera briefly adjust its exposure level, leading to the light appear to flicker. It would be interesting to see the footage before the blast to see if anyone was visible planting an explosive.
