I don't think it is unusual for the cops to park a little bit away and walk. For the longest time, I would get cops showing up at my door saying they got a 911 call. Never saw the car and it was always a surprise. (One time, it was just a coincidence that I was at the door to look out for the cat. I pulled the curtain back just as the cop was getting ready to ring the bell. We both jumped back a mile.) I kept wondering why were they getting the 911 calls - was I inadvertently doing something? Then I realized that where I live, there is a cell tower easement in the back but the address of the tower itself is the same as mine. Last time it happened, I mentioned it to the cop and he agreed that the call was probably pinging the tower, but the caller was likely on foot.

if they would have blocked the road their may have been a possibility regular citizens would would support the church. that would be my guess
