I've looked and can't find any mention of a specific immediate threat to human health. Help me out here. The water is not too toxic to be released into Tampa Bay, but the whole area around has to be evacuated? Come on.

I already read that. Where is the "specific immediate threat to human health."? Maybe I missed it.
We get something along the gulf coast called red tide. It's a red algae that blooms in the water and kills the fish. This is like fertilizing that stuff so I expect to have it really bad this year. The air is so rancid near the water it makes you cough when red tide is bad. That is one health risk that is coming down the road.
fail. not immediate will happen in the bay or gulf if it even does.
Not toxic as per DEP, not densely populated area of concern (agricultural), primary concern flooding over relatively small area. Perhaps increased possibility of red tide.

They’d no doubt like you to stop paying such attention to detail???
evacuated becase of flood potential not toxicity
nope. volume is trivial.
