I agree, it was probably intentionally written to highlight the 17.

There's, like, literally no other reason to say "more than 17" except to highlight "17".

Wife: "How much money do you have in your wallet, Honey?"

Husband: "More than 17 dollars!"

Wife: "So you have a 20 dollar bill?"

Husband: "Yes."
