I might be wrong but unless they are all labeled like these two, they are to check the testing, the positive should show positive when tested and the negative would show negative. If they show the reverse of what they are labeled something is off.
Not like something isn't "off" about the whole thing but I think that's what these are for, not the actual ones they use on the people to test.

Control swab is the dead giveaway that they are used to test the testing equipment.
That's what I was taking from it, the word "control" in the descriptions.
