They NEVER meant anything. From their inception they were created to provide division, dilute the vote, and reduce critical thought. It also makes it easier to control say, the entire senate when you only need to control key members on two teams instead of the entire 100 people.

Divide and conquer, that is why they were started, that is why they still exist.
