Underwater acoustic testing = huge investment for the Navy. Lake Travis near Austin TX has a similar facility operated for the Navy through Univeraity of Texas (Applied Research Labs). Undersea Warfare has always been a high-dollar focus because no windows in submarines. They must have sonar to navigate. I am highly doubtful of any actual submarines - miniature or otherwise in Finger Lakes or any other inland lakes.
