The Bush Cabal bought a massive ranch in South America, that coincidentally sits atop the largest body of fresh water in Latin America, so the reference could be in respect of fresh/drinking water and Bush Inc. was getting ahead of the crooked game using insider information.
I can't remember who said it (L d Roth i think) but it was a threat of starvation and thirst
Water is now a commodity, they want to be able to trade it so they can manipulate the value
