TBH I have no clue what goes on in Ukraine. Like Russia it seems like a lot of corruption.

The Biden administration last month released half of the $250 million in security assistance appropriated by Congress — the other half is contingent upon Ukraine’s progress on anti-corruption reforms that are negotiated in advance with Kyiv.
