My take is Trump's anger was directed at the CCP, in perfect alignment with Pompeo's frustrations of getting caught by surprise. This makes me think that it may have been rouge actors within the CCP and not a top down directive; the cabal corrupts everyone it can.
I don't think Trump was referring to pompeo. I think he was referring to China's lack of transparency. I am pretty sure Trump says:
"Sure is, should have let us know"
The context of the briefing: China was the first to know and therefore have an obligation to let us know. But they didn't. The live exercise Pompeo is referring to is the world's covid response. i.e. this is not a drill guys, talk to people.
