We've had a fair amount of rain the past few weeks, could be preparation for flooding, however, Capitol Hill is at elevation and not as prone to flooding. I'd guess a broken main or construction run off from sweeping. The POV is Penn Ave NW & 3rd St NW.
The US Capitol is nominally 25' above sea level. I don't know how far they had to go down to build the Capitol subway system. There are extensive tunnel systems under DC. From what I've read, there are internetworked tunnel and possibly light rail systems, safe from a nuclear blast, which extend from the WH and Capitol and a couple other key locations out to Camp David, Site R, Raven Rock, possibly even Greenbrier and other sites. Stories of tunnels go back to the Revolutionary war.
