I have understood this to mean under God's judgment. We believe in everlasting life thru Jesus and will all be judged in the end times and to be judged unworthy of eternal life with The Father and The Son. Is equal to death. We may never see the evil of the world judged here for their deeds. But,there will be judgment in the end for them. They should be judged for the deeds they have done here on Earth. And suffer the consequences but their long term judgment will be worse.
