Marker 11.4 must precede Marker 11.3. As marker 11.3 is the end of the belligerent occupation Marker 11.4 must mean an attempt to 'annex' land occurs before the end of the occupation by the belligerent and is perhaps the mechanism by which Marker 11.3 is accomplished. How can the belligerent 'annex' land (11.4) post (11.3) occupancy?
