This could make sense in a framework that we are all watching a movie with great actors playing fake Joe Biden, fake Kamala, etc. and they have already been arrested.

Otherwise, I would say no. The belligerent occupation is still there, at least publicly.

The actions of 11.4.2 (also the 14th Amendment section 3) will make 11.3 the acknowledgement of completion of the removal of the occupying factions.
