Making DC a state would require a Constitutional Amendment. Congress would need a super majority to pass and then states need a super majority to ratify.

I am slowly regaining faith in the 10th Amendment. I have never seen states be as anti fed as now. I am beginning to th ill nk this is also part of the plan to return power to the people.
