As per the article, Joey Grinchmas isn't just focusing on fireworks displays. He's genuinely unwilling to commit to the premise that FAMILIES will be allowed to gather in small groups OUTDOORS. Hasn't said "No" - but only because he knows he's can't. He's implying it, with a firm Kung-Flu Grip.
