I would make this argument if I was a republician;
Who in DC is going to ratify this? Congress is the Assembly for the whole nation. They're not the leaders of DC. The people of highest authority in DC proper need to ok it as well. In the past when we brought a state into the union Congress would ok it and then the proposal would be sent to the prospective state's legislature. Then the territory itself would decide on becoming a state. DC doesn't have a separate legislature to do this.
Nancy would have to create a separate legislative assembly for DC. People in the territory would have to vote to staff it AND then that assembly would have to OK Nancy's proposal. The fact is Nancy's not giving the territory a voice. She's subjugating the territory and forcing it into taxation without representation.
