The 2018 "election" set the conditions that CISA was set up for 2020 and smart people put together terrific specs of the ballots so security measures were built in from all legal printers..

Most likely watermarks or the paper itself. Apparently paper from China has traces of bamboo in it and “our” good ol’ American Made paper ballots don’t.

Are you sure the legit ballots weren’t printed in China? Every jurisdiction does its own contract to get its ballots printed and there’s no law requiring that they be printed in America if the lowest bidder happens to be an overseas company.
