Just a shot in the dark. Could it pertain to "watermarks"? The AZ recount brought this to mind.

That's what me and everyone I was talking to had thought initially. But back when all the evidence was being presented, no one ever mentioned watermarks so we all just said, "okay. Maybe it means something else."

3 months later. Boom! Watermarks.
