I just posted this on another post. I am really intrigued by this angle. Maybe he was a white hat after all!

Is it possible to implement a security mesaure of this massive scale without the head of CISA knowing? If he was a white hat it makes sense. He pretends to be black hat, gets "fired", giving the DS the assurance that everything is still in control.

Crazy timeline, we live in.
