When I initially loaded it it showed it to me in an upright position so I'm not sure why it rotated.

There's a half mast thing going on. Says for April 24 and 25 for the death if a former vice president by biden's order but I've been noticing the half mast for weeks now. I'm in washington state. I don't think the half mast flags are coincidental and people are just being lazy...I've never seen half mast flags in the abundance I am seeing them today.
