NESARA will do just that. Abolish income tax and implement a high (14-17%?) sales tax, but ONLY on new, non-essential items.

So anyone struggling to make ends meet would bear little or no tax burden while those buying more flat screens and other crap would pay a lot more.

Seems fair to me.
