Yeah... how's THAT gonna go down? Maybe he's hoping some armed vigilantes will come to town, kick some butt, terrify the precious darlings into pissing their pants, and then leave like the Lone Ranger and their town can be rebuilt. I swear, if the Governor would issue a blanket immunity from prosecution, I would be tempted to drive cross-country and join in that little exercise.
