How about another idea! Empower your police officers to get the rioters under control by any means and support them when media makes the officers out of be horrible creates by standing behind them. Yo this mayor needs to stop caring about if his people like him and he needs to start taking care of the community as a whole even if it means someone's gotta be mad and figure out a different route to achieve their goals fairly...
