Im not sure if it was meant that there was a fingerprint identification needed on certain types of ballots?

They also could've been using gloves, to keep their criminal activity hidden...

Another theory is that they were checking for fingerprints as a sign of whether or not the ballet was filled in by a person or a machine.

Flimsy theory IMO because I don't see auditors wearing forensic gloves to avoid contamination.
