Yep, I hadn't thought of that! Rogers shut down the FBI contractors (assumed to be Crowdstrike, probably now proven by FOIA docs) in 2016 and that resulted in the Steele Dossier being created. They had to get a FISA warrant or warrants because now they couldn't spy in the manner they were used to under Obama.
