Read between the lines, in the same interview he referred to legal challenges regarding announcing a run in 2024. What would legal prevent him from doing that? As it sits right now he is a one term president, 2024 would be term two...unless he's going finish out the rest of Biden/Harris term once that blows up and then run for his OWN second term.
If Trump completes the remainder of Biden's term he won't have "completed" two terms when the time comes to announce and a run for president in 2024. Also, if he were to formally announce that, the baddies would know what he was up to.

22nd amendment excerpt:
"No person shall be elected to the office of the President more than twice, and no person who has held the office of President, or acted as President, for more than two years of a term to which some other person was elected President shall be elected to the office of the President more than once."
If Trump is speaking truthfully, and wants to follow the law properly, he either has to serve less than two years of Biden's term to be eligible, they have a legal loophole to avoid that limitation, or he's going to pressure the states to invalidate the 22nd. Whichever way that goes, I really hope it's not the "less than two years" option, things are getting pretty bad pretty quickly.
Or we could have, say, 1 year of this fake administration and 1 year of the military running the country until POTUS comes back in January 2023, which would be after the midterms.
