So my question is in a 2nd amendment santuary state, can the ATF still make you register short barrel rifles? Or pistol ARs for that matter?
Per text in this, yes, as it doesn't flat out nullify all 2a aspects. Mostly covers confiscation and “buy-backs“ of guns and ammo.

There's one of these a few miles from my house. I spoke with the person living there - very easy to cool, easy to heat. He had absolutely no complaints.

If you pay attention to the weather when conditions are favorable, there is plenty of time to take caution. Sometimes there an hour of lead time forecasting the tornado path.
Everywhere else: "Oh, nice! A thunderstorm. I love the rain."
Oklahoma: "Crap, a thunderstorm. Better turn on News 9 and be ready to run to the storm shelter."
