A very good point. He always gives fair warning because he plays fair. They can mock or ridicule him all they want, however if they ignore his warning they do so at their peril.
I assume this means the military will step in if the State does not do it's duty and this is exactly how it would go if he was still commander in chief. So yes, I agree, he must still be commander in chief of the military.
I don't see the word "accountable". Where are you reading that?
