With a population of over 1 billion and good portion still in poverty and cast system that locks out the lower caste from many positions (even though it's supposed to be illegal to do so), it is a massive hotspot for child trafficking. The local governments are easily bribed. Many kids disappear. Many more are sold by desperate parents who can't afford to take care of them, especially the girls who are an expense since they require a dowry to marry. Many kids don't even get records. They never "existed" in the first place.

I think India is going through housecleaning. Stopping the child trafficking there will be a huge, huge undertaking.
