Initially when I saw the story, I though maybe it was white hat SIGINT plane. Now it looks like the Phoenix PD own the same plane, ostensibly for surveillance.

What confuses me is the Phoenix PD should not have access to much of the SIGINT tech that MIL has. At best, they PPD could be running a Stingray to collect cellphones. They would need a warrant to do that. Everyone would need to be in on it. They may be listening in on the auditors.

That was fake news, or at least bad reporting. The area the plane was circling was miles to the northwest. Sauce, I live here and can read a map. Haven't found any news about why it might have been there. I drove by the fairgrounds this morning. The carnival is rinky-dink, about 1/4 the size it is during the fair. The south entrance to the parking was open with all the ticket booths, which control traffic manned by alert ticket takers. A person would have to be hard up for entertainment to go to this carnival in this neighborhood at night (opens at 5), so I conclude it is there to give spies a way in.
