It has no bearing on whether or not a client can send data. it's not required for that, at all. You can and do send data all the time without SSMS. It's purely a tool for managing and interacting with database instances which A) yes could mean data manipulation via queries or B) performing maintenance operations or C) view-only.

The point is that the tool is something that is easily added in for data transfer, and is highly transparent to a user operating the OS.
