china had a one child policy for a while. i wouldnt put it out of the question. i also think Genophage, from the video game Mass Effect, on the Krogan species by the hyper intellectual Salarians. sorry if this reference is lost on you. If it is, and you are a gamer, the Legendary Edition with all three games in the trilogy is coming out soon. :D
