Perhaps 11.4.2 is the trigger that is used: when the house voted for DC statehood, it pulled back the hammer, will the senate pull the trigger?? ?

Doubt it. They know the Constitution better. Even if in favor they would know the public opposition.

Yeah, but do they know the Law of War manual??? I figure by now, pedes have a better grasp of both the Constitution AND the Law of War than ANY congress perp..
