Clown is right.
If you watch the kids, 1/2 of them put the mask over their mouth, but noses are sticking out above the mask. Some of the kids are wearing it like a chin diaper. Look in the background and you'll see people walking by with the mask over their mouths, but noses exposed.
Even the lady sitting there watching the kids... has no mask on.
Basically... everything the clown is telling them goes in one ear and out the other. Watch when the clown leaves... and see how fast the kids go sell those masks for money. :>)

I was reading another post about comms and it struck me that this video could very well be a comm -- especially since it was posted by Reuters and seems so bizarre.
What other meaning do we have for "clowns"? Get it? Now the "clown" is around what -- a group of "small children" doing what -- handing out masks that "hide children's faces." The clown says he likes social work. What are social workers known to do with children? Think Haiti. He tries to "spread information that can save lives." He "wears different costumes." Think disguises. "A clown is associated with happiness but we live in such times, now is not the time for happiness, we need to stay healthy (alive) and stay safe.
It's like this "clown" is giving a warning to a group of people, that like small children, to hide the children to stay alive and stay safe.
Scary if I'm right!
