My father-in-law learned to make his own ammo.
Is he making his own primers?

Time to have him teach you!
He already did, I'm teaching others. Raw materials are less harder to find. Parts eventually make the whole.
Your FIL likely learned to RELOAD his own rounds, but you need serious manufacturing equipment to make your own primers,actual bullets, and shell casings. I'm pretty sure you have to have a special license to produce primers also.
My father-in-law has had this equipment since the 70s. I will ask him about a current license.
My family has reloading eQuipment as well. Just wanted to help you with the difference between the two terms.
