Truth is, fines may sound like a lot, but compared to the mega bucks earned in the activity done getting the fine, the cost of the fine is simply added into the cost of doing business. Fines are often a pittance, not nearly enough to inhibit bad acting, in comes the plaintiff attorney, who could extract a hefty judgement which may include punitive damages. The true guardians of the people in commerce were NOT the regulator, but the lawyers aided by honest judges.

If a law has a fine for a penalty it is only a law for poor people.
