Technically if you have multiple machines connected locally (not on the internet) you'd be using routers too. Not trying to minimize the audit, just saying having routers even for a local area network is normal. (The sneaky password stuff on the other hand...)
specifically routers are smart switches used for a LAN that is also using http ie internet. Switches are dumb routers in lay mans terms, no internet required just LAN

Except this router was controlled by dominion only which means it was hooked to the web. Right?
