it is possible because iq is simply a statistical construction. your iq is calculated relative to others rather than calculated absolutely

there are some 8 billion people, iq has a SD of 15

if you were the highest ranked person out of 8 billion people then would be 6.5~ standard deviations above the average and that calculates to an iq of about 197. that's the max.

on the other hand, the dumbest person on earth should have an iq about 3.

if your iq was calculated against all humans to ever live... i guess the maximum iq would be around 205
