That is my understanding. When the scanner fails to read a ballot it is rejected and set aside for adjudication. Dominion has a software feature for this action whereby votes can manually be switched or simply made to disappear. Codemonkey Z had videos of a lady in GA demonstrating this feature before we were all kicked off Twatter.
