I still plan on watching Godfather 3 but can anyone give their insight on what Q means when he uses it? Is he referring to the plot of the movie? Certain characters or famous quotes?

Michael Corleone essentially finds out..as he tries to go legit that the higher up you go the more corrupt it becomes.
