Not really. By being open to the public they have granted you, as a member of the public, an irrevocable license to be there. They can't discriminate against you. Nor can their policies violate the law.
Forcing masks on those who have religious objections or physical issues violates state and federal anti-discrimination (i.e., the Civil Rights Act) and disability (e.g., the ADA) laws.
They can refuse to serve you at their peril. Legally, you can't be arrested or fined, though cops will reach for trespassing. At least prior to this letter. At this point I would hope that the cops won't even respond.

It was issued by the Sheriff's department, so I would assume they would be on board with not hassling anyone for trespassing. Hopefully!
