They have to play catch up, after being cut off for the last four years. They are desperately trying to fundraise petrodollars to try to try and reassert control with.

They dont know many tricks and these people are stupid. Smug, vaine, hateful, careless... Those at the apex will never admit defeat and will claw at anything they can to prolong the inevitable.
