Why do I say that? --Because it's the excuse that the press is reporting.
I wouldn't be surprised if this is retaliation for Texas and Florida opening back up. Texas isn't in danger of any shortage thanks to platforms in the Gulf near them, but there's lots of panic-buying in Florida, and with people itching to go on vacations approaching summertime, this is the perfect ploy to keep people from trying to have some fun in the sun and kill off China's failing bioweapon.
Platforms don't determine whether you have ready availability of gasoline for your car. It is refineries that determine whether gas will be available, and even more significant, whether gas can be delivered to the stations. Texas has refineries; not so much in FL. LA has refineries, but I haven't heard what is happening there. DE and NJ have refineries. All is well in LA as far as I can see. No panic spotted at all though local media isn’t helping.
