These are the sneaky ass games they're going to try to play. You can either sue your employer or find a new job. That level of sneaky manipulative bullshit is exactly akin to the same garbage the the Feds are pulling when they say "we won't dictate vaccine passports" when in politico-speak they're really saying

We on a Federal level will not dictate Vax passports, but we'll incentivize and encourage "private" companies to enact such policies. Just a gentle nudge and a wink... from your ol' pals Klaus "Anal" Schwab and Billy-Boi Gates.
