The "ankle monitor" must not work very well if she is able to get in a car and drive off (top left photo)

Since when are house arrest inmates allowed to drive?

The ankle monitor isn't mainly used for home confinement. It is used to track peoples movement. Its usually to verify you stayed within a certain area whether its your home town or the whole state. They can tell whether you have been to the bar or if you were somewhere a crime was committed.
