What you see is what he posted, there was nothing else included on that post. Maybe the quotations are another layer of plausible deniability, so that if need be he could claim that he was quoting someone else? No way to know for sure, but it's safe to assume that he wouldn't have posted that if he didn't want to communicate the message.

I think it's his own statement that someone else put in quotation marks...but I could be wrong!
