Since they weren't prepared for how much they'd have to cheat, they ended up having to scan some batches more than once. Thus the vote count does not match the ballot count. I'm sure they'll find the same thing in GA, as well as many other states, as Ruby & CO. were scanning the same ballots over and over again.
