The argument is that Satan isn't Lucifer/the devil. Satan is a different entity entirely - Lucifer/the devil is a different being. Satan is God's appointed "defense lawyer" for his opponent in a dispute. Satan means "advocate". So the argument is that Satan is God's helper. That's different from the fallen angel Lucifer/devil - who is anti-God. They argue that we've conflated Satan with the devil. It's a semantic argument among biblical scholars that goes round and round.
